Yes, almost all of the Userbar sites are good. I prefer to do it in paintshop, as it's more original. If you want a userbar generator, try googling "Userbar Generator", and get the one by Amity.

i think photoshop is better and not that hard but if u want 1min userbars then use a site

 

This program is ownage! Getting used to it a little bit.
