Need RS3 Bot developed / Paying well

Need someone to identify multiple programming solutions regarding a development I have wire-framed.

1. Best client option
2. Best language (code)
3. Beth method of execution (provided wire-frame & capability)

After we've identified these solutions, I need the script to be developed encasing the functionality (within predetermined scope of capability).

I am willing to pay well for this and subsequently will not have my time wasted, as I won't waste yours.
