Socket Connection / Packet sending?

So I was thinking how to inject Packets in a server? If is even possible?

:Example:

Make a program to connect to a server on a certain port number, but you need to beable to change the connection IP and Port number. then the program connects to the Server IP that you typed in and you need to beable to send a packet to the server or a line of code..

i'm sure its possible to do in vb6, i think terrankiller did it / does it.
but i'd just like to say its probably 10,000 times easier to do this in java.
