Yes "bob" is liable for the account if it was recovered, Sythe rules supersede regular user's TOS

I may have misunderstood, but if the account was banned (not locked) under an account hijacking offense, that means the account has been involved in "hacking" according to Jagex. Basically, be it from accepting payments or actually hacking, Jagex has decided that the owner of that account was involved with moving items off other people's account, which is hacking in their eyes.

I'd argue the opposite. If I understand it correctly, it means the account was involved in taking gold/items off accounts that Jagex knows were hacked. Now it could be that NZGoldSeller hacked accounts and moved the items through, it could have been that Jagex raised a false flag in account trading, or the original seller moved hacked items.

Two of the possibilities I listed would be the buyer's fault. The other would be the seller's.

In this case I think it is pretty straight forward that it is the seller's fault? Seller got hit on multiple accounts same day where I got hit none from any of my own
