    That is incorrect, I doubt you actually think that though. Winning with 99hp would be a 1/1000+ chance from my personal experience whereas winning on less then 30hp would happen with around 60% of stakes (from personal experience, havent staked in a couple of weeks so may be a bit inaccurate but still).
