I rescind my vouch for this person. I sold him a RS07 123CB account for $150 USD, after the trade the account was permabanned. He asked me if I had ever botted on it (I didn't) and asked for a refund. I submitted a ban appeal on the account, and what do you know? The appeal request states:

After a comprehensive review of this account, we identified a period of unusual activity around the time of the offence. As a result, we've removed any offences which occurred during this time as we believe they were not committed by the creator of this account.

If you sell accounts to this person and he happens to get them banned on his own actions he will ask for a refund.
