Fallacy is a Scammer!

Explanation of the trade: Was going to buy RSGP from him, and offered me a better price if I had BTC, and I did not have any so I asked if he would sell me some BTC. Specifically he mentioned that he would only accept PayPal Friends and Family, for an amount he wanted. The agreed total was $29.55 USD, for 0.024 BTC. First sent the PayPal to his address 2x, both times the funds were not going to be available for use until April 18th. So he refunded the money to me, and then he suggested that I send the money to his girlfriends PayPal which I confirmed he had access to. So I sent the PayPal ($29.55) to this account. He stated he did not see the money on the account, and instead wanted me to send an email receipt to his email, which I gladly complied with and sent to the designated email. At which point he went offline and never replied. I have attempted to contact the member on here, and Skype both, with no luck.
How they scammed: Stole $29.55 and never sent the 0.024 BTC.
