How Do People Make That Image?

I seen on some Youtube profiles were people post a background image of the defence logo and repeating. The logo moves and is like blitzing. How do people make those blitz like that and how do you get one?

 

Can you show an example? I don't really udnerstand what you mean thats all.

 

If you go to Youtube look up the name Defil3d and go to her page you will see a background image how do I make those?
