Heres a LINK, and may I add. It is impossible to get an account with 9hp any more. When RSC switched to RS2, the EXP was different. Eg I had 5 att, 50 str at lvl 9. Now that would be lvl 20 - 30 etc. If anybody could be fucked, supposivly. If you lvl'd to 99 of everystat the acc could be 127 CB. I have read this in a thread proven by a person, banned for breaking "Rule 1". Jagex can not ban you as it is not breaking the rules. This may not be true, so cant rely on just this. Research some more.
