@Ratgold Fraud, sold me tempt-banned account

He gave me the account information and I changed it into my information. The problem is that he didn't tell me the account was tempt banned. What I am looking for is a partial refund and keep the account. I do not want to waste any more time of looking for another account when the money comes back into my account. He offered me a full refund, but that would be wasting my time to go look for another account.

Explanation of the trade: I paid $100 BTC , $40 Paypal for his runescape account.
How they scammed: After I paid and he got the payments, he gave me the account information then tells me it was temp banned. He told me it would be banned for another 4-5 hours. But it is actually banned for 13 hours more from 2PM PST. He did not give me any of this information before hand. Then he said he is new to selling accounts. When I bought a $450 account from him previously. There was no problems with that, so I bought this account from him too.
