Not sure if anything other than telling them to update their thread is done about this, but hopefully enough reports will change this problem.

Irrelevant. Still refused to honor the advertised price. I'm not reporting for failure to update thread. I'm reporting for misleading information, wasting people's time, and again not honoring the listed price. You can't just break rules willy-nilly to attract buyers and use "I'm sorry" as a cop out. Honestly it only makes sense you should have to honor your advertised rate or have some sort of temporary penalty in regards to bumping your thread. Otherwise everyone can just do this to draw in buyers and say "my bad" with no repercussions.
