to get to the black mark page, go to 'Appeal an Offense' section of runescape. click it, log in. and you will see. 'Appeal an Offense' is right above the mod section i believe.

 

Also, just a tip, bumping isn't allowed and can and most likely will be punished with an infraction for double/triple posting, so try not to do that, just be patient.
