Rsmalls legit?

Purchased 115m rs3 gold from them and after over a hour in chat because they couldn't read my id or they just waited 15 minutes or more to message me back then after i went through all that they told me they had no stock. After over a hour!!!!!! Should've told me this before i ordered since the site says stocked and less than 5 minute delivery times........
Never delivered, wouldn't refund so i could go elsewhere because there was no "manager" there that had the password to make the refund through pay pal.
