An IP audit isn't enough, but coupled with some other evidence it's definately a useful tool.

I believe @Basement is a complete down syndrome based on conversations I've had with him but I can't ban him for that sadly. Anyway the point here is we need to see some proof that this Balcony guy is ban evading
