I appreciate the response, but I have no idea how to build a PC. Rather buy a prebuilt.

Are any of the above options decent for their price point?

The words "decent" and "prebuilt" don't belong in the same context together, I suggest you inform yourself how to assemble a computer, if you played with lego's growing up then you're probably capable of assembling a computer. Yes, its that easy. Just look up what parts are which and find out how it fits together, there are also plenty of videos on youtube that can help you. Good luck.

Can you explain the PC you listed above?

    Just tell me capabilities etc?

    Sorry, just don't know much.

Any ways to make it cheaper that wont' affect performance for streaming?

Well, your budget is already pretty tight, afaik streaming is mostly CPU intensive and requires a decent internet connection with a high upload speed. And I'm assuming you don't just want to stream the image you have set for your background :p so you have to consider what games you want to stream. if Runescape is all you ever want to play then you could probably save on some of the components, perhaps a cheaper GPU.

If you want some basic knowledge on how parts fit together I really suggest you look into it yourself. It will always be cheaper to build a computer yourself, prebuilds always cut corners somewhere to increase profit. also, you won't have to take into account the ridiculously high costs of an operating system if you build it yourself, an OEM Windows 10 Pro key can be bought online for as little as $20,-.

If your looking for a decent all round budget PC, then go for the system I put together for you.

I would not buy any of those PC's if you're trying to stream on twitch and play games..

If your budget is $400, i would strongly suggest building your own PC. I know it sounds very intimidating but trust me it's not hard at all. Pieces can only fit in one place and you really just have to follow the instructions to figure it all out.

The PC Rosed put together for you is a pretty good low end PC, the pentium g4560 is a beast for its price.

If you're serious about streaming, a $400 budget is not going to cut it to be honest. Depending on the games you'll be playing and the settings you'll be broadcasting at you'll need a better CPU and GPU.

Reading the comment by LtRoyalShrimp would be a good place to start:

Best CPU for streaming? • /r/Twitch

edit: this is all irrelevant if you're console streaming btw.

pretty sure not even krabby lake can make them decent enough for high end gaming on a pentium, they are however good for daily tasks. i'd recommend you find like a dell optiplex with an i5 for around ~200 and then just throw a budget gpu in (might need a nano gpu or pinless) for better bang of your buck. i'd assume the i3 would be the best case here because it is faster than both of the amd chips (equivalent of around an i3-3220?)and also contains hyper threading allowing for 4 threads.

Well, the Pentium G4560 outperforms the i3-3220 by quite a bit, it has better single core performance and also has hyperthreading just like any other current gen i3.

Don't forget, we're talking about RuneScape here. Not something like Arma 3.
