Yes he is saying you have to pay for it. Some people will do it for free other people will expect some sort of payment for it but they will probably do a better job of it.

Wrong. People on Sythe do pay "Real Money" for signatures or avatars. Take TDD for example, he has a site dedicated to selling his signatures and yes some buyers are from Sythe. You don't have to pay for anything but if you want a very good job done some people will expect payment.
