OSRS PKER scammed me 2m!

Explanation of the trade: I was starting to do an increment trade of 2m's with him. (I was trading first.) as he did not have skype he used the private server in game messages and sythe PM's. He pmed me after i traded over the 2m saying to come to duel arena. He then explained on osrs that he was being PMed by staff in game under the name "wees". Imgur: The most awesome images on the Internet. He then goes on to say that I am Loco staff and that i have banned his account. He then logs on osrs, and gets banned or logs out on Loco. I am not sure if he was banned because he used in game messages talking about transferring to 07, or if he is trying to scam me.
How they scammed: Logged after i traded 2m saying I was RSPS staff when I am not. Offered to give me back 2m if i unban him, but i cant as i am not staff.
I AM NOT SURE IF I WAS SCAMMED OR HE REALLY IS BANNED. I just want my 2m back as this is the second time today I have been scammed for a measly amount.
