If this is not A scam, most probably its art money, wich means it only edits fakely the value of rs gp from 99gp to 99mill for example., but when u drop or trade , the value will return to its real value (99gp), this is mostly done on a prog called Tsearch, i can teach this to ppl

The ONLY way it would be possible is if he knew someone who worked for Jagex and had access to those files (they don't just let anyone who works there have access either, so it's a pretty slim chance).
