What you're looking for doesn't exist. The closest you could get to an account like the one you're asking for is the one that gyunter offered you, which is now sold.

What you should know:
You won't find an empty low digit that is < 7. (Those people who delete the hl1 pack via steam support are idiots, it does nothing.)
Finding a September 11th 4 digit is probably not going to happen anymore. If you do, it's going to be set up, and will cost you a ton if not close to a 3 digit.
If you want a September 11th account, buy a 3 digit.

they do exist, i have one but its not for sale. there are only a few with no games. i also had a 5 digit with 0 games as well. also the hl1 was not just removed via help.steampowered, it just simply never existed or was removed long before the system was in place.

the years of service badge will not benefit you in any way, the 4 is non-setup regardless. you don't seem to know much about lows bud, some even have delayed sub adds like a 1 range 6 didnt have hl1 added till november.

 

If you're not talking out your ass then the 4 will only have 10 years of service. Steam stopped adding to the years of service badge on empty accounts after 2013. If it's empty and doesn't have the 10 years badge, then you or someone else removed it via Steam Support.

If it has > 10 years and is empty, then you or the one you bought it from is lying.

Accounts without HL1 Plat that weren't logged into periodically were deleted ~2007. In order for a low id without HL1 Plat (whether it be 1.6, hl1, empty) not to be deleted, the original owner had to log into it every now and then pre 2007. Which almost never happens, because if I'm not going to buy your games after having my account for 4 years, why would I log into it every now and then?

Seeing as you don't know any of this makes me question why you said I know nothing, but let's not derail the thread anymore.
