What he is doing is kinda against the rules. With my MiddleMan thread as well as my Training/Questing/Tutorial Island service thread I ask if they can vouch after the job is done, and if they say no, I say alright thank you anyway. So you can't really require that they vouch for you but you can ask them nicely to vouch for you and they most likely wouldn't be rude enough to say no, All they have to do is type "Vouch" and click Post Quick Reply, it's not all that tough.
