I would check out fiverr.com, they seem to have developers on there that fit your budget. You can most likely get an entire website "custom coded" for like $300. It may be a bit rough working with the developer but I would suggest having google translate open and translating from Chinese to English so you can carry a conversation.

I'm not sure who got you so "anti WordPress" but that's not the right mindset, you can do anything and everything with a WordPress back-end including having that all reworked/changed to fit your needs.

Also, I would never waste my time offering services to you, you don't exactly have the bankroll I look for in a client.

To what extent will the site(s) need server side development? Do you need user sign ups etc...? While it's true WordPress is easy and cheap, if you are looking for anything high quality and professional (high level of adaptability and individuality) you are correct that WordPress is not the way to go. A list of desired features would be helpful?
