well you wanna use attack mage for a little while to get your hp high. once you think your hps is good enough alch or tele to keep mage high but cb lvl low

If you want a 10 HP mage, at tutorial island, train you mage there to 3, then wear armor(full iron is good) and have alot of runes to use Confuse, Weaken, and curse, then use it on like goblins.. I know they will fail, but it doesn't raise hp and you can use it on the same person over and over again. If it doesn't fail, you'll still not get any HP. You can also use teleport, bind, enchanting, alching, bones to bananas, etc.

Use Crumble undead from 39 Magic+ it maxes out 15's on Skeletons and Ghosts, meaning better hp experience. Thats if you want HP of course, otherwise fail casting as some of the others said is good.
