    So in Bogla holding my funds hostage for something hes not financially responsible for is actually scamming my 28$

    Just got back to my computer, and, like I've messaged you in the PM just now, I will also clarify here, as I don't think Chloe's response addresses the heart of your contention.

    If an employee, an agent, makes a mistake, they may be personally liable to the employer, principal. In this case, you are saying, and are correct to say, that Bogla's agent is personally liable to Bogla for the mistake. That is 100% true. Your follow on point is then that, why then is Bogla detaining the 17m for the agent's personal liability? If the agent is personally liable, why are your funds detained?

    The answer is that when you said 23m IOU, that creates a debt in favour of Bogla. In other words, you owe Bogla 23m. Thus, when Bogla detains the 17m, he is deducting it from the debt you owe him. Since Bogla's agent's personal liability is a derivative of your personal indebtedness to Bogla, if you discharge your debt, then the Agent is no longer personally liable (as there are no longer an damages). If however, you do not discharge your debt, then the agent will be personally liable for the balance of your debt.

    TLDR: Bogla is holding the funds to discharge the debt you owe Bogla. Any outstanding debt unpaid by you, Bogla's agent is personally liable for.
