It's called logging in through a proxy. There is no way to completely ban a user, unless you also log in the ban form what his IP resolves to.

jagex blocks all proxies and its not an IP ban its a character ban there is a way they can ban a character all the way and after its banned for 3 months its deleted.

That's weird, when you appeal i believe jagex will notice the offense was committed from a different i.p. address. Why did you still get banned?
