Depends if you are going to be a F2P or P2P. If P2P then you should do:

Monkey Madness(If you want to use a dragon scimmy)
-Tree Gnome Village
-The Grand Tree
Dragon Slayer (If you want rune plate)

 

I was planning 40 Defense and 70+ Ranged, no Attack/Strength. Do I need any quests done?

 

None that I know of.

 

Dragon Slayer if you want to have the.. Green Dragonhide Chest thing... That's about it but I'll tell you this.. If you do Dragon Slayer, you're strength will raise.
