[PLZ HELP] with my files for my private server

im making a private server but when i try to open a file it gives me something that says

windows needs to identify this file or w/e and so then i download the program and st00f but it still wont let me!!! same with the .cfg files

i need to know is it my computer or is it something i need to update or wat?

plz help i need help

 

Ermm my best bit of advice to tell you would be did you extract the folders? :s besides dat goodluck
