its a proxy caused by your firewalla prolly like windows defender its probly blocing sythe yuo cant do anything unless you disable the firewall\anti virus so i wouldnt do it

 

try and reset ur modem, the way u do this is unplug ur modem and your router(if you have one) count to 10, then plug your modem in first! and if u have a router, plug it in 2nd
