Account Disabled.

I have an account that's been disabled. The reason was because I owe Jagex $32.60. Is there a way to enable this account without having to pay Jagex? (I mean come on, they whine about $32.60 even though they make like $5,000,000 and month.)

 

If you're friend owes you $32 dollars and he doesn't want to pay you back, will you lend him more money?
