HELP - I need to no how to buy mills properly!!!

Hey..I have a paypal account with like 3 bucks on it and i wanna buy 1 mil...anyway, how would i buy 1 mil from some1 like how would i get the paayment to them and also if you have 1 mill to sell fer 3 bucks i will buy. Plz i neeed to no th basics and explan well fer me. TY!!!

 

Basically, Find a trusted Mill seller, that will accept $3, send him the $3 on Paypal. and here meet up with you to trade or duel, simple

You would file a claim to paypal if you would send the $3 and not recieve your Runescape Gold in order to try and charge it back.
