Well the lowest guy I ever saw with 99hp was lvl84 :S Look up Aquafighter

 

im pretty sure there is a lvl 50 somethin with 99 hp

 

its possible.. just very expensive lol

No, you just have to build a lot of cades.

 

What do you mean build a lot of cades? Do you get exp in PC for building cades lol?

 

You get like 5 zeal per barricade you repair, repair 10 and you get a pc point. Do that 100 times then spend the points on hp

 

what is good about 99hp without a 99 cb stat to follow? the cape is alright i guess

 

You need to be 40 CB just to go to PC
