Not enough evidence. You're showing a random e-mail and a random PayPal chargeback which doesn't even contain an e-mail address. He also didn't post his e-mail address or that skype ID anywhere. Do you have any solid evidence?

Match skype log time with forum time. Sharer logo links to his vouches thread. and the amount 12 for 14,4usd
everything is on forums. If this isn't enough just close. waste of time.
