Actually he clearly said he doesn't work for jagex (so no impersonisation), and didn't use offensice language , so i'd say the method is somehow elaborated.
On the other hand , he was taking his time to answer (2 minutes) thinking that only 1 chat minute is reported (which is true BUT everything is logged, so the real investigator might go look and get the whole conversation if he wishes to).

His problem : asking for password is illegal !
