I just bought a visa gift card. and I need to know how to use it online ....its not working ...paypal says i need a bank account wtf???

You sir, need to calm down. You did have vouches in your signiture about 10 minutes ago that were just now removed, though "VOUCHES-9" is still there. This is very much the wrong forum so if everyone can stop telling him that it would be just peachy. Now, if everyone can just stop posting on this thread then that would be a jolly-good plan.

any place that accepts visa and a debit card you should be able to use enless you havent activated it first...
