How do I get a free URL or can you?

i want to make a website without having to put (www.[watever you enter].freewebs.com or any other website) and i dont wanna pay for an URL... does any1 no how to help me out? pm me for anything private...
if there is a website that makes free URLs please tell me...

you have to pay... there are some sites that will register one for you, but you gotta pay for hosting...

i was thinking of high level domains, there are some things like that, but most add ads and popups to your site

 

The way to get a domain name is to have a special server.... but thats pretty much all I know it proble not worth it to buy a server just to get a host
