Now that we can confirm it is the same person, here is the scam report:
Scam attempt by LIMEC0OKPISS

He was impersonating RS3GoldMart after which he got banned from Epicnpc.

Proof for Rot Q: Same accounts used on Epicnpc (LIMEC0OKPISS) and IP match on Sythe with RiskingGps
