Could someone tell me who sings this song plz?

Ok I think its a wicked good song but I cant remember who sings it.
One of the chourse lines are, "Why don't presidants fight the war, why do they always send the poor" Repeats a few times then says somethin like dancing in the desert at a party or somethin. I know its pretty vague but if you could help me out I'd appreaciate it. Thanks!
