if i have a credit card hooked up to my paypal can i send certain amounts of money to people?

Actually, you were the one who wasn't smart enough to put this in the right section.

 

Yah, if you add a credit card your sending limit goes up I think.

 

Go to upgrade your account, then make it a business account.

Then yeah, you can send money to people.
