Do power ups eventually evolve pokemon?

As the title reads...

I'm unsure as i havent powered up a pokemon to fill the bar up completely, however i can only assume that once the bar is full/gone over its capacitity the pokemon will evolve?

Anyone got any truth to this?

 

You will be unable to power up when the bar reaches 95% or so, it would then require a higher level.

So no powering up does not evolve it, but you should power up before evolving, less stardust used, I think.

 

You use roughly the same amount of stardust, but it's speculated that powering it up before evolving results in a higher cp evolution, higher hp, and a better moveset

I have had decent success with leveling the pokemon up before evolving them as well, seems like they are just overall better the higher cp they get to before evolution.
