Can someone extremely experienced with Steam explain to me if there are any risks involved? Like I know with RS accounts they can be recovered by original owner at any time, and I'm just wondering if Steam is the same way, or if we get the email it's permanently in the hands of the email holder

if you get OE original email then your good to go for sure they cant take it from you if you buy an account that hasn't been used for a long time like say 7digit if owner hasn't came trying to look for it in 10 years chances are you should be damn safe really not too risky
