Is this true about paypal?

Ive been kinda worried about selling my RS account through paypal since ive heard people can refund themselves within 90 days or so.

Not true.

They can't dispute it through Paypal itself (unless they maybe call and claim is was fraudulent), but they can always charge it back from their credit card or debit card if it was paid through that.

Payment types can be changed simply by calling Paypal and requesting such. So even if the money came from his/her balance, you're still at risk of a dispute.

 

If you're worried about losing your money while selling your account there's an easy way to avoid that: take payment in 07 gold at a rate that you will then sell to a highly trusted buyer/gold shop for PayPal (big shops will obviously not chargeback).
There's an even easier way to not get charged back: take BTC.
