Why you think they are ban evading (just an IP audit match is NOT ENOUGH!:

Not sure if this is enough for a ban as there was no location match, but I'm fairly certain that they are the same person.

Both users created maxed main rental/selling threads immediately after registering. In both selling threads, the account is advertised as having 2 fire capes, void, torso, and defenders:
