Scam report on Lipsykins for $24 USD [PP refunded money]

Explanation of the trade: I purchased a runescape account for $24 that was locked within 24 hours of logging in, and is still locked to this day.



How they scammed: The account was locked, as mentioned above. I have contacted the user on numerous occasions asking for updates in regards to recovering it, but I am never met with a conclusive answer, and I keep getting excuses. I'm sick and tired of having to wait for something that is never coming. After I've submitted this, I'm going to dispute my paypal payment and was wondering how I should go about this?
