firecapezorz Scammed me

This is what happened: I purchased an account off this guy and then it got locked by Jagex for security for the real owner of the account. So I thought it was the old account owner trying to recover his account back after I paid. So I put a chargeback dispute on Paypal because I thought the guy who I bought the account off account recovered it but he said he didn’t and it was just Jagex who did it. So then i cancelled the Paypal dispute and asked for him to recover it back for me because i paid for the account and now he is saying "This is way to scammy i’m going to message the middleman chloe and message you tomorrow". And now this guy hasn’t replied to me for 3 days now on Sythe and Skype and he is still holding my money on Paypal. He said he had finals for school so I don't know what is going on. When I try log in with the account details I set it says account has been locked please recover now still as I'm positing this now. He doesn't want to give me the recovery details until 180 days has passed so I can't chargeback and scam him which I agreed on. But now i have no access to the account and I paid $575 usd. The account is still locked so I don't know whats going on.

Need proof that that firecapezorz owns thta skype. Did he post a form on Chloe's MM thread?
