IP match with a previous profile of his, not a home IP match but likely a VPN as he always uses the same one.

As mentioned in this report, he is a serial evader/scammer who tries to avoid posting from his home IP. Always has the same/similar interests, uses the same VPN hence often matching previous profiles of his yet not on a home IP, and posts with similar threads/thread titles.
