    I have 2 users on my laptop:

    - "[My Name]" - Admin (w/ Password)
    - "Other" - Limited (w/o password)


    When I lock my computer (Flag->L) I can still type "Administrator" and it will log off "[My Name]"

    How can I change the password for "Administrator" (no password!) , I own this computer, I dont want people to mess with it so I lock it. I dont want people to log off and get on "Other" Eather.

    I tried going to the Control Panel. But only shows me those 2 accounts.

    I'm not sure I understand your question to well. Are you just trying to password an account on your computer?

    net user usernamehere /delete (type in command prompt) deletes the user... but what deacon said, I don't really know what you're looking for.
