NHC scammed me out of Leveling Service

Explain the service: I paid for a leveling service from level 1-30 for the game League of Legends. After leveling my account from 1-9 he stopped playing on it. I messaged him repeatedly on Skype but he did not respond at all.

Skype matches there, doesn't even look like he's been on Sythe for a year.

Do you have any screenshots of the earlier discussion of the transaction? Just where he agreed to do 1-30?

Also, why didn't you report this earlier?
