Few questions about businesses & vouches

I've seen this a few times and it feels like a big loophole.

Bob (100 vouches, 100$ donor) owns a store selling something on Sythe. All his vouches are from this store.
Today, Bob employs Jim (200 vouches, 200$ donor) as his worker. Jim's vouches are from many different places.
Bob has liability for Jim.

What is the business allowed to advertise? 300 vouches? 100? 300$ donor? 100$?

It seems that a few people are using this to create a much bigger reputation than the person holding liability for it all actually has. Neither the business nor the owner have received more than 100 vouches but the thread claims 300. (Usually it's on a bigger scale)

Could I have some clarity on this? It seems like it should be all liability/business vouch based but I'm not sure what the ruling is for it. Thanks.

 

I haven't seen any shops doing this, the owner/created of the thread is allowed to claim what he owns solely. I believe.

 

He's talking about the Inva/T1NO/R5V Questing group thing I assume. The original post says like $800 donor and 1k vouches when Inva isn't even close to that.
