You're asking for someone with tons of vouches, (Won't be cheap) to sell you an account through PP (which is notorious for having chargebacks). You're not going to find someone within 3 hours.

If you recover a account with PA they jusat contact jagex and the account gets basnned for rwt. its that simple, plus pa has a player protection plan, its not possible to scam.
