I went first, he gave me non working codes. He said he was restarting his computer and would be back in 15 minutes. It has been nearly an hour. Awaiting for him to log in and fix the issue or refund the payment.

 

Gunna refund the payment when my paypal stops being limited. I was looking at another site, I didn't say I would be back in 15 minutes. I said I'm usually back every 15 minutes so dont think im ignoring you.

I gave you working codes, you just arent in the correct location/country. Its only been 20 minutes. Not even close to an hour.
