this is just a baseline of what you're looking for. http://pcpartpicker.com/p/zcbVVn
That would run any game, just fine.
Do you need an OS included in the price? Do you want an SSD? (one can always be added later)
This is another option a little cheaper if you need some room to stretch for other things. http://pcpartpicker.com/p/RLdHHx

keep in mind, you can get discounted windows keys from sites like g2a. Don't have to pay the full $100+

Gonna second KyleB's first link. I put one together and was about to link it until I realized it was pretty much what he had made. It is a solid build that will last, and in the future you've got the option to SLI your 970's or get rid of it to get something new. I personally don't care for AMD hardware so I usually tell people to stick to Intel / Nvidia.

I have a similar build and I can tell you it can run CSGO smooth on medium-high with 250+ FPS. Not sure about GTA V though.

I would recommend AMD products if your gaming on a bit of a budget. I have a full radeon PC with an asus sabertooth 990FX motherboard. I have never encountered a problem and i am highly satisfied with it all. I can run ALL games on max settings with high FPS and it didnt cost me anywhere near as what i would of got if i bought intel

edit: http://pcpartpicker.com/p/DzK9gs see this build. This is very similar to mine, if its a little above your budget you can swap a little out but this is perfect for any gaming ive ever done on ultra settings.

Hate to be the biased asshole, but I'm going to have to advise you do NOT go with AMD (on the CPU side, at least.)
The FX series chips are already 3 years old and at the time of release they were already a bit behind in IPC. There is not a game out there that preforms better on a similarly priced AMD cpu, but there's tons of poorly optimized games out there that run much better on an intel chip.
For example, I'm actually running an 8350 and on a game like planetside 2 I often drop well below 30FPS in big fights. Skyrim, fallout, lots of games use engines that are just not optimized to take advantage of multiple threads.

    don't use this build

use the second poster's build, pretty solid. swap the graphics card to a 390 if you want but the build is solid

I do agree on the bottleneck as I would get better performance from the card in an intel but I could only advise on what I know :) haven't been with Intel for a long time, but the Fx with the 390 runs everything smoothly at ultra no problems (1920x1080)

Imo i think the r9 390 is a better graphics card but its not that much better.
